Hillsborough County faces significant challenges in foster care which are increasingly complex and should include both the public and private sectors working together to find sensible, manageable solutions for the longer term. Hillsborough County Government and its Board of County Commissioners seek an objective overview of the provision of foster care services throughout the county and the role which County government should seek to maintain to ensure best quality practices and services in support of Hillsborough County youth and families involved in Florida’s Dependency System of care.
The County must clearly evaluate and plainly articulate to system stakeholders its ideas and intended direction in terms of determining smart course(s) of action ultimately leading to enhanced ability to ensure best quality service for service recipients, cost effectiveness for tax payers, alongside accurate estimations of the probability of long-term success regarding the decision of whether or not to continue to operate these programs in their current form(s).
Hillsborough County Children’s Services was created to provide prevention, intervention, licensing and regulatory services. It is the leader in establishing and maintaining high standards for children’s services in Hillsborough County by coordinating and requiring evidence-based effective services that can be measured qualitatively and quantitatively. The Blue Ribbon Commission for Child Safety in Hillsborough County was formed a couple of years ago to help shape a county-wide business model for children. The group, led by Commissioner Sandra Murman, was convened to initiate the discussion regarding the general welfare and care of children in Hillsborough County and to explore how predictive analytics can be used to catch problems sooner to improve the overall state of care for children-in-need. Their vision is to develop a coordinated and collaborative approach to children’s service in Hillsborough County. Assuring that children, youth and families live in a safe and stable environment, while applying effective use of resources and programs. To engage a broad array of community partners to work together to meet the needs of Hillsborough County’s children. Create a foundation for relationships between partner agencies by eliminating any duplication of services, and utilizing resources in the most efficient and effective manner.
